Job Overview

  • Salary Range: $101,764 – $129,749 / annually
  • Location Focus: Eastern North Carolina travel as needed (Johnston, Harnett, and Cumberland counties preferred)

Primary Responsibilities

  • Contract Lifecycle Management: Draft, negotiate, and provide comprehensive legal counsel on Medicaid, state, provider, and administrative contracts, ensuring strict compliance with the North Carolina Medicaid 1115 and 1915 b/c waivers.
  • Risk Mitigation: Deliver autonomous, day-to-day legal advice across multiple departments to proactively minimize organizational liabilities and reduce dependency on outside counsel.
  • Litigation & Advocacy: Defend the agency through all stages of legal challenges in State/Federal courts and quasi-judicial settings such as the Office of Administrative Hearings and the EEOC.
  • Strategic Research: Perform complex legal analysis, gather critical evidence, draft detailed internal memorandums, and conduct compliance training for internal and external stakeholders.

Eligibility Criteria

To be successful in this highly autonomous environment, candidates must meet rigorous academic and professional benchmarks. A Juris Doctorate from an ABA-accredited law school alongside an active, valid license to practice law via the North Carolina State Bar is strictly required.

Furthermore, applicants must possess at least 5 years of applicable legal experience, with a heavy preference given to those who have previously represented state agencies, local governments, or managed care organizations. A deep, functional understanding of State and Federal laws governing publicly funded healthcare and Medicaid operations is essential to managing the fast-paced workload of this department.
